Richard Mitchem currently serves as the Protective Security Advisor (PSA) for the Los Angeles District, which includes Los Angeles, Ventura, Santa Barbara and San Luis Obispo Counties. In this role he ensures all Office of Infrastructure Protection (IP) critical infrastructure protection programs and services are delivered to state, local, and tribal stakeholders and private sector owners and operators. Richard Mitchem brings nearly 12 years’ experience as a Protective Security Advisor to the LA District, having served from 2005-2015 as the PSA for the Honolulu District, which includes Hawaii, Guam, the Commonwealth of the Northern Marianas islands, and American Samoa; where he supported homeland security efforts, and was an advisor to the State and Territory Homeland Security Advisors. PSA Mitchem facilitates, coordinates, and performs vulnerability assessments for local critical infrastructures and assets; acts as a physical and technical security advisor to Federal, State, and local response agencies; and supports both public and private sector partners for effective and efficient information gathering, intelligence analysis, and information sharing. As the local-PSA and Infrastructure Liaison, Richard Mitchem continues to support all response and resilience efforts for national and local critical infrastructure.
